Why is OMIS not among the subjects authorised to carry out periodic inspections instead of INAIL?

According to the regulations in force in Italy, periodic inspections may be carried out by an approved private body, designated by the employer, or by the Local Health Authority. Maintenance personnel cannot carry out periodic inspections, which must be carried out by specially authorised bodies. Organisations authorised to carry out periodic inspections, on the other hand, cannot perform maintenance.
